Meet our Board of Directors

The members of Nehalem Bay Health Center & Pharmacy’s Board of Directors volunteer their time to serve on the Board. In addition to the monthly board meetings, many members are also active on the Policy, Finance, Quality, Risk, and Executive Committees.

Jerry Spegman, President

Jerry Spegman, Board President

Jerry moved back to Oregon in 2017 after a forty-year career spent primarily in the nonprofit sector as a lawyer, hearings officer, lobbyist, grants manager, and public health policy advocate. He and his wife Adele are enjoying retirement on the North Oregon Coast, being new grandparents, traveling throughout the West, and volunteering with several organizations.

Jerry joined the Nehalem Bay Health Center & Pharmacy Board of Directors in 2020, and now serves as board president. He also serves on the city council in Manzanita.


Patricia (Trish) Johnson, Vice President

Patricia (Trish) Johnson

After working in healthcare administration for over 25 years in various capacities, Trish and her husband retired to this area full time in 2016 from Idaho. She has a PhD in Education so much of her work was related to education and training. She also taught online courses for Northern Arizona University and the University of Idaho for over ten years in the fields of public administration and organizational development.

She enjoys cooking, bread baking, reading, hiking and traveling. She also volunteers for the local Emergency Volunteer Corps of Nehalem Bay.

Trish has served on the Nehalem Bay Health Center and Pharmacy Board of Directors since 2017. Her passion for the health center and pharmacy is strong, and she has seen it grow into an outstanding organization with tremendous capacity to fulfill its mission and vision. Working together, humans can achieve anything!


Keri Scott, Board Secretary

Keri Scott

Keri found her home at the Oregon Coast in 2013 with her partner, Mike, and her border collie, Zillah. Keri wanted to leave the hustle and bustle of corporate retail behind and find a way to contribute to the welcoming communities of Wheeler, Manzanita, and Nehalem. She found her place at Nehalem Bay Health Center (then known as Rinehart Clinic), starting at the reception desk and working up to the Director of Quality.

During this time, Keri and Mike founded North Coast Soap Company and supplied locals with handcrafted soap for many years. Currently, Keri is the Executive Assistant at the Nehalem Bay Wastewater Agency. She skates with Tillamook Coast Derby Dames, bakes her own sourdough, and creates stained glass artwork when not spending time enjoying the beauty of Nehalem Bay with her partner and her, now 17-year-old, border collie.

Keri joined the board of directors of Nehalem Bay Health Center & Pharmacy in 2017 and is committed to helping the health center fulfill its mission of delivering compassionate team-based health care and wellness education to her community.


Paul Erlebach, Treasurer

Paul Erlebach

Paul grew up in Ontario, Oregon and moved to Manzanita to serve as the Superintendent of Neah-Kah-Nie School District from 2012-2023. Soon after retiring, Paul and his wife Rosa walked El Camino, a 550 mile journey across northern Spain, in addition to skiing 60 days at Mt. Bachelor. Paul and Rosa’s daughter Gracia lives and works in Wheeler and their son Paul Daniel recently opened Sisters Physical Therapy in Sisters, OR.

Paul is proud to have served on the Board of Directors of Nehalem Bay Health Center & Pharmacy (formerly Rinehart Clinic) since 2015. He believes strongly in its mission of delivering compassionate team-based health care and wellness education to improve the lives of all in our community.

Paul is enthusiastic about the collaboration with the Nehalem Bay Health District, the community, and everyone who has donated time and resources to help support construction of the new Nehalem Bay Health Center & Pharmacy. He looks forward to the new health center and pharmacy continuing the legacy of the Rinehart family to enhance the health of the entire community.

David Fowler

David grew up in Anchorage, Alaska and attended the University of Alaska Anchorage obtaining a BS in Civil Engineering and later obtained his professional engineering license. This allowed him to work in remote towns and villages throughout Alaska, constructing and managing large projects to meet the needs of each community. David, his wife and 3 children moved from Anchorage, to Oregon in the late 90’s, then Colorado for 3 years and then to Texas for 11 years, where he changed careers and became an independent financial advisor.

David’s desire to work with individuals, solving problems and wanting to help individuals and families has been a passion that was passed on to him by his family. In 2014 after becoming empty nesters, David and his wife moved back to Oregon. They decided to move to Rockaway Beach in 2023 to have a more balanced life and a stronger connection with the rural community. When both are not working, they enjoy hiking, fishing, crabbing and anything outdoors.  

David was appointed to the Nehalem Bay Health Center Board of Directors in 2024.


Scott Galvin

Scott Galvin

Scott was born in Portland, Oregon and discovered the magic of Manzanita early in his childhood, as he would accompany his father on wholesale deliveries of fruits and vegetables to small grocery stores on the North Oregon Coast. Later, his parents opened The Candy Basket in Manzanita at the location currently operated by Mighty Thai restaurant. His father was one of the founding members of the Nehalem Valley Historical Society.

Scott earned a Bachelor of Science in Business Administration from Portland State University with a Bachelor of Science in Business Administration. He started his career in management, then pursued his passion of being a tradesman. As the years went by, he was able to combine his training in the trades with his management degree.

In 1984 he purchased a lot in Manzanita and in 2009 was able to build a LEED-certified home. He loves being part of the three villages area, and notes that Manzanita has fulfilled his dreams of what the golden years should be, as a close-knit community of residents with a commitment to each other.

Scott was appointed to the Nehalem Bay Health Center & Pharmacy Board of Directors in 2022. It has been very rewarding for him to help through service or volunteering.


Brad Hart

Brad Hart

Brad found his way to Oregon by way of Amsterdam, The Netherlands in 2016. Brad has 37 years of experience focused on the travel industry, training, technology, operations, and eCommerce. He uses his broad experience and talents in his many volunteer roles. He is Vice President and Program Director of the Emergency Volunteer Corps of Nehalem Bay and serves on the Manzanita City Council, in addition to serving on the Nehalem Bay Health Center & Pharmacy board.

Brad and his husband have made their home in North Tillamook County and share a hidden talent for cooking and baking.

Inspired by Nehalem Bay Health Center & Pharmacy’s vision of a community where everyone can achieve their full potential for health and well-being across their lifespan, Brad joined the Board of Directors in November of 2022.


Yvana Iovino

Yvana Iovino

Yvana is a first generation American who was born and raised in Brooklyn, New York. She was one of 10 high school students chosen from a tri-state area to participate in a 7-year BA/MD program between Brooklyn College and Downstate Medical School. She specialized in Obstetrics and Gynecology, attending a residency program in Connecticut.

After her residency, she joined the Indian Health Service and worked on the Navajo reservation in Chinle, Arizona where, for six years, she cared for Navajo and Hopi women along with another female OB-Gyn and seven midwives. Following her service in Arizona, she spent the next 25 years working with Mexican farmworkers and their families at the Yakima Valley Farmworkers Clinic in eastern Washington.

Yvana retired in 2020 and moved to Manzanita, Oregon, where she spends her time volunteering with the Cannon Beach Haystack Awareness Program and the North Coast Land Conservancy’s Tidepool Ambassador program, as well as the Nehalem Bay Medical Reserve Corps, in addition to serving on the Nehalem Bay Health Center board since 2022.

Yvana became a doctor with the goal of dedicating her professional life as a physician who cares for the poor and vulnerable in our society. She recognized a similar commitment to these priorities spelled out in Nehalem Bay Health Center’s mission and is proud to serve on the board to help support this important work.


Paul Jarrell

Paul Jarrell

Paul was born and raised in southern Ohio and eastern Kentucky in a rural setting that he said reminded him of Tillamook in many ways. The first to attend college in his family, Paul went to Ohio University for his undergraduate degree, before continuing his studies at the University of Illinois. When his adviser in Illinois moved to the University of Oregon, Paul decided to follow, and earned a doctorate in biology and genetics in Eugene.

Paul brings more than 30 years of educational experience to his role of Tillamook Bay Community College President. He is excited for a forthcoming healthcare education building and to continue the college’s role as a strong partner for local businesses and the community.

Paul has served on the Nehalem Bay Health Center and Pharmacy Board of Directors since 2023. He is committed to assisting the organization be successful in fulfilling its mission of delivering compassionate team-based health care and wellness education to improve the lives of ALL in the community.


Kelly Seaton

Kelly Seaton

Born and raised in the Portland area, Kelly grew up visiting the Oregon Coast to spend time with her grandparents in Wheeler. She now lives in North Tillamook County and has served on the Nehalem Bay Health Center & Pharmacy Board of Directors since 2023.

Kelly earned an Associate’s degree online from Portland Community College in 2022 and is currently in her last year at the OHSU-PSU School of Public Health where she is working towards a BS in Public Health – Community Health Promotions. She expects to graduate in early 2025.

Kelly’s vision for the Nehalem Bay Health Center and Pharmacy is to continue to support the expansion of services and equitable health opportunities for all people in our community. She strives to understand, and has experienced first-hand, the unique challenges that rural communities face in reaching optimal health outcomes and longevity. Her goal and passion in the public health field is to help reach the underserved, and she hopes to continue to be a voice for marginalized communities. She believes that access to quality health care is a fundamental human right.
